Bulgaria and Romania join the Partial Agreement on Youth Mobility through the Youth Card of the Council of Europe

The Partial Agreement on Youth Mobility through the youth card was created in 1991 at the initiative of the Secretary General of the Council of Europe with the purpose of facilitating youth mobility between East and West of Europe. 

Ever since, the European Youth Card has been part of the process in implementing the PA on youth mobility in practice. By integrating the European Youth Card into their programmes and services, policy makers allowed young people to travel more often, save money, have access to quality benefits and overall make mobility more affordable and accessible.

In February and March 2023, Bulgaria and Romania joined the PA on Youth Mobility through the youth card, making this a policy priority and a commitment to invest in opportunities for young people to be mobile and active. The two countries are the 24th and respectively the 25th Member States of the Partial Agreement, joining other European states in their pledge to use the European Youth Card for better youth mobility.

Every year, EYCA in partnership with the Council of Europe organises up to three thematic seminars dedicated to policy makers, EYCA members, young people and other civil society actors where different policy priorities are directly linked to youth mobility and the role of European Youth Card.
